We can get a company to do it for us or we can simply buy databases and an application and do it ourselves. Well, yes, I would say a lot more than annoyed. You need to contact and talk to your provider, as they usually have limitations for different personal and commercial services. In order for you to find out what they are and if it will affect what you want to do, you need to talk to them.

Your question appears to be a contradiction. Buying a database of addresses is NOT opt-in. It is spam. If you do have actual customers who opt-in, some may opt to become ex-customers if you violate their privacy by turning their addresses over to a third party.
If you are spamming from a purchased database via a third party spammer, the term that complainants will use to describe you to your hosting service is the “spamvertiser”. This probably won’t matter if you use an unscrupulous host whom you pay well to have no honest acceptable use policy.
